What Is a Dubai Instant License?
A Dubai instant license is not a separate or "lighter" type of licence. It is a normal Dubai mainland trade licence, issued by DET, that reaches you through a faster route. The difference is in the order of the steps, not in what you end up holding.
With a standard Dubai mainland license, you reserve a trade name, get initial approval, sign and notarise a Memorandum of Association (MOA), lease an office, register that lease on Ejari, and only then receive the licence. With the instant commercial license Dubai offers, DET lets you skip the office lease and the notary visit for the first 12 months. Activities that commonly qualify include:

- IT services, software design and web development
- Advertising, design and event management services
- Many general trading and commercial trading activities in non regulated goods
- Translation, training and similar professional services
Activities that usually do not qualify include clinics and pharmacies, restaurants and food outlets, real estate brokerage, recruitment and labour supply, transport and logistics with vehicles, education and childcare, and anything involving financial services.
DET maintains the list of eligible activities inside the Invest in Dubai platform, and it changes from time to time. Always check your exact activity code before you rely on the instant route.
2. Your legal form must be one of four

Two lines catch people out. A trade name in a foreign language, such as an English brand word, adds AED 1,000 to AED 3,000. General trading adds a AED 15,000 surcharge on top of everything else, which is why a general trading instant licence costs far more than a consultancy one.

The year two cost most people forget
The instant licence saves you office rent in year one, but it does not remove it. At your first renewal you must add:
- Office rent, from about AED 15,000 a year for a small unit to well above AED 60,000 in prime areas
- Ejari registration, AED 177.75 online
- Dubai Municipality market fee, which in our client files works out to 5 percent of annual rent
- MOA notarisation, typically AED 800 to AED 2,500 depending on the number of shareholders
So a consultancy that paid AED 12,000 in year one can easily face AED 30,000 or more in year two once rent is included. Plan for it from day one.
What about the 2026 fee relief packages?
Dubai approved two economic incentive packages in 2026 worth a combined AED 2.5 billion: AED 1 billion in March and a further AED 1.5 billion on 21 May 2026. The second package covers 33 initiatives rolled out over three to twelve months, mostly aimed at tourism, hospitality, events, education, customs and construction. Some measures touched licensing related fees such as market fees and foreign trade name fees for eligible sectors, but most of the April licensing deferrals have now expired. Do not build a budget on them today without checking the current position.

You apply for an instant license in Dubai through the Invest in Dubai platform at invest.dubai.ae, logging in with UAE PASS, or at a DET approved service centre if you are not a UAE resident. The five minutes refers to the issuing step. Good preparation beforehand is what makes it work.
- Confirm your activity is eligible. Search your exact activity on the Invest in Dubai platform and check that it needs no external approval. This single check decides whether the instant route is open to you at all.
- Choose your legal form. Pick Sole Establishment, One Person LLC, LLC or Civil Company based on the number of owners and how much liability protection you want.
- Prepare your trade names. Have three options ready. Avoid names that are offensive, that copy an existing brand, or that use a government or religious term. A name in a foreign language costs more.

After You Get Your Licence: Year Two and Tax Compliance
The instant licence buys you time, not an exemption. Before your first renewal, your company must meet every condition a standard Dubai mainland license meets.

- Lease a physical office or approved business centre space suited to your activity and visa count
- Register the tenancy on Ejari
- Sign and notarise the MOA if your legal form requires it
- Obtain any approvals linked to activities you added after issue
- Keep your Ultimate Beneficial Owner (UBO) register up to date with DET
If these are not ready at renewal, the licence cannot be renewed, and an expired licence quickly leads to fines, a frozen establishment card and problems with your bank.
The tax side, from an accountant's desk
This is where we see the most avoidable penalties. Your tax obligations start the day your licence is issued, not the day you rent an office.
- Corporate tax registration. Every mainland company must register for corporate tax with the Federal Tax Authority. Registration is free, but registering late carries an AED 10,000 penalty.
- Corporate tax rate. 0 percent on taxable profit up to AED 375,000 and 9 percent above that.
- Small Business Relief. The Ministry of Finance extended this relief in August 2026 under Ministerial Decision No. 131 of 2026 to tax periods ending on or before 31 December 2029. If your revenue is AED 3 million or less, you can elect to be treated as having no taxable income, but you must still register, keep records and file.
- VAT. Registration is mandatory once taxable supplies pass AED 375,000 in 12 months and voluntary from AED 187,500.
- Bookkeeping. Keep proper accounts from day one. Banks, the FTA and DET can all ask for them.
Worked example. A consultancy on an instant licence has AED 3.4 million of revenue and AED 500,000 of taxable profit in its first full year, so Small Business Relief does not apply. The first AED 375,000 is taxed at 0 percent and the remaining AED 125,000 at 9 percent, giving a corporate tax bill of AED 11,250.
